FCC (미국 연방통신 위원회)

FCC(미국연방통신위원회)는 통신법(The Communication Act)에 의거하여 전기, 전자제품으로부터 발생되는 불필요한 전자파를 규제하는 독립적인 정부 대리 기관이다. FCC의 주요기능은 무선을 발사하는 각종 장치에 대한 승인 및 불필요한 전자파 장애에 대한 규제와 승인업무를 하고 있다.

취득절차 및 요약

FCC는 제품에 따라 Type Approval, Type Acceptance, Certification, Notification, Verification, Registration으로 인증 종류가 구분된다. 대표적인 승인 절차는 다음과 같다.

  1. 01.신청자가 FCC Grantee Code 신청을 FCC에 한다.
  2. 02.FCC는 FCC Grantee Code를 신청자에게 발급한다.
  3. 03.신청자는 시험소(FCC에 등록된 시험소)에 시험신청을 한다.
  4. 04.시험소(FCC에 등록된 시험소)는 신청자에게 시험성적서를 발급한다.
  5. 05.신청자는 인증(시험성적서, 수수료, 신청서)을 FCC에 신청한다.
  6. 06.FCC는 인증를 신청자에게 발급한다.

사후관리

미국 내에 수입된 모든 제품에 대한 사후관리를 하기 위해서 시장에서 수거한 제품들을 시험하는 Sampling and Measurement Branch가 있다. 매년 사후관리를 강화하는 추세이며, 사후관리 불합격시 제품의 승인취소, 시판중지, 수거 및 벌금을 물어야 한다.

FCC인증제도와 종류

FCC는 제품에 따라 인증절차를 다르게 운영하고 있다. 무선기기에 대한 인증은 공학기술부(OET : Office of Engineering & Technology )에서 단말기기에 대한 모든 처리는 통신사업국 (CCB : Common Carrier Bureau)에서 이루어지고 있다.

승인
(Certification)		 의도적으로 전자파에너지를 발생하는 Intentional Radiators 제품은 FCC에 Filing 된 시험소에서 시험을 한 후 시험성적서와 관련된 서류를 FCC에 신청을 한다. FCC는 신규 승인제도인 TCB(Telecommunication Certification Body)제도를 시행하고 있는데 이는 FCC가 미국내에 있는 FCC Filing된 시험소 중 TCB를 지정하고 FCC를 대신하여 승인서를 발행할 수 있는 자격을 부여하는 제도로서 TCB와 Subcontract을 맺은 국내 시험소에서 시험하여 성적서를 TCB에 제출함으로써 FCC승인(FCC ID No.)를 받을 수 있으며 시험성적서를 제출 후 1-2주내에 승인서를 입수할 수 있다.
적합성선언(Declaration of Conformity -DoC) 이 절차는 승인절차 및 규제완화의 간소화를 위해 일부제품(PC 및 그 주변기기류 등)에 한하여 NIST(The National Institute of Standards and Technology)에서 운영하는 NVLAP(National Voluntary Laboratory Accreditation Program) 또는 A2LA에 의하여 인증된 시험소에서 발행한 성적서에 의해 FCC 마크를 부착할 수 있는 승인 절차다. 국내의 경우, NVLAP 또는 A2LA에 인증된 시험소일지라도 현재 미국과 MRA협정이 체결되지 않아서 DoC 절차를 진행할 수 없다.
입증(Verification) 불필요한 전자파를 발생시키는 제품이라도 통신수단이나 다른 제품에 커다란 영향을 주지 않을 경우 제조자가 직접 FCC 규정에 따라 제품시험을 하는 절차이다.
등록(Registration) 단말기기의 등록절차로 민간인증기관인 TCB(전기통신인증기관)에 신청하는 경우와 인증된 시험소에서 기기를 테스트 하여 시험결과에 근거하여 적합선언(DoC)을 하는 방법이 있다.

※ 주의: 2001년 7.23일 이후 부터 CCB(통신사업국)에서 단말기기의 등록업무를 관장하지 않음.

  • 허가된 무선서비스운용과 관련된 수신기류(FM Broadcast, Land Mobile)
    - The device complies with Part 15 of the FCC Rules. Operation is subject to the condition that this device does not cause harmful interference.
  • Stand-alone cable input selector switch
    - This device is verified to comply with Part 15 of the FCC Rules for use with cable television service.
  • 무선전화기 - Privacy of communications may not be ensured when using this phone.
  • TV Interface Device중 Transfer Switch가 없는 경우
    - This device is intended to be attached to a receiver that is not used to receive over-the-air broadcast signals. Connection of this device in any other fashion may cause harmful interference to radio communications and is in violation of the FCC Rules, Part 15.
  • 기타 기기류
    - This device complies with Part 15 of the FCC Rules. Operation is subject to the following two conditions: (1) this device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation.

Digital Device 및 주변기기
(Part 15 Subpart B, 15.105)		 NOTE: This equipment has been tested and found to comply with the limits for a Class A digital device, pursuant to Part 15 of the FCC Rules. These limits are designed to provide reasonable protection against harmful interference when the equipment is operated in a commercial environment. This equipment generates, uses, and can radiate radio frequency energy and, if not installed and used in accordance with the instruction manual, may cause harmful interference to radio communications. Operation of this equipment in a residential area is likely to cause harmful interference in which case the user will be required to correct the interference at his own expense.
Class B
Digital Device 및 주변기기
(Part 15 Subpart B, 15.105)		 NOTE: This equipment has been tested and found to comply with the limits for a Class B Digital Device, pursuant to Part 15 of the FCC Rules. These limits are designed to provide reasonable protection against harmful interference in a residential installation. This equipment generates, uses and can radiate radio frequency energy and, if not installed and used in accordance with the instruction, may cause harmful interference to radio communication. However, there is no guarantee that interference will not occur in a particular installation. If this equipment dose cause harmful interference to radio or television reception. Which can be determined by turning the equipment off and on, the user is encouraged to try to correct the interference by one or more of the following measures.
  • Reorient or relocate the receiving antenna.
  • Increase the separation between the equipment and receiver.
  • Connect the equipment into an outlet on a circuit different from that to which the Receiver is connected.
  • Consult the dealer or an experienced radio/TV technician for help.
